Refresh interval

The service refreshes its cache on a configured interval (for example, every 60 minutes).

Failure behavior

If the upstream file cannot be fetched or parsed, the service should: - retain the last good cache - expose a warning/error state via /v1/health

Caching & reproducibility

For reproducible results, persist: - the returned ephemerides - the source checksum - the requested epoch and selection parameters (window_sec, constellations)
