Selection model

A single RINEX NAV file contains many records per satellite over time.

When you request ephemerides for epoch t, the API selects (per PRN):

• the record with the greatest Toe that is ≤ t
• and where (t - Toe) is within a configurable window_sec

This yields a stable “best available” record at request time, while keeping the model compatible with broadcast orbit propagation.
